Introduction
The 13th International Workshop on Models in the Scope of Land Administration and 3D Cadastre of the International Federation of Surveyors – FIG will be held for the first time in Brazil. It is a technical-scientific event, which will be held in Florianópolis by the Federal University of Santa Catarina (UFSC), with the coordination of the Postgraduate Program in Transport Engineering and Territorial Management – PPGTG, the Department of Civil Engineering and the Territory Observation and Transformation Group – GOTT, which will have support from other institutions.
The event will have a workshop format and corresponds to the combination of commission events from the International Federation of Surveyors (FIG) and UN-Habitat. The FIG selected Brazil to hold the event, opting for the support of the Federal University of Santa Catarina (UFSC) due to its academic trajectory related to the FIG’s core themes and the history of organizing the Congress on Multipurpose Registration and Territorial Management (COBRAC), which has been held since 1994 by the university in the city of Florianópolis, SC.
The workshop comprises the following specific events:
- Annual FIG Commission 7 (Registration and Land Management) Meeting;
- Annual FIG Commission 8 (Spatial Planning and Development) Meeting;
- UN-Habitat Social Tenure Domain Model (STDM);
- FIG Workshop on the Land Administration Domain Model (LADM) and 3D Land Administration.
The event will also be supported by professors and researchers from other sectors of UFSC and other institutions, including: Department of Geosciences at CFH and Department of Geology at UFSC; University of the State of Santa Catarina (UDESC) through the Geoprocessing Laboratory (GeoLab) and the Postgraduate Program in Territorial Planning and Socio-Environmental Development (PPGPLAN); Federal Institute of Santa Catarina (IFSC); Federal University of Bahia (UFBA); Ministry of Cities; National Institute of Colonization and Agrarian Reform (INCRA); Brazilian Federal Revenue Service (RFB); Municipal Secretariat of Planning, Housing and Urban Development of Florianópolis.
The event will take place between the 3rd and 5th of November this year, in a location to be defined, in Florianópolis/SC. The event will feature an oral presentation of works selected by scientific committees, in each session of specific events, as well as guest lectures. As it is a traditional international event, it is expected to receive paper contributions from different countries, as has been happening over time. Speakers who wish to share their implementation experiences are cordially invited to participate. This workshop will provide a solid contribution to the “Implementation” part of LADM Edition II, to be developed in collaboration with the OGC (Open Geospatial Consortium). The workshop should allow important choices to be made, such as technical coding.
The presentation of works and lectures represent strategic ways to update the knowledge of the participating target audience in the area of knowledge in which the event falls, where survey methods, geospatial data management, land governance and technological innovations and methods are fundamental for effective regional and urban planning, to contribute to the minimization of social inequalities and to advance the agenda related to the objectives of sustainable development. As it is a multidisciplinary event, the participation of students from different undergraduate and postgraduate courses (master’s and doctorate), teachers and professionals from the public and private sector from different countries is expected.
The FIG series of events is a unique opportunity to exchange experiences and present recent advances in research and technological development in areas related to Surveying/Cartography/Registration. At the same time, the event must provide and renew motivations for congressmen to continue developing their work, whatever their field of activity in society, contributing to the strengthening of cadastral culture. The Organizing Committee’s proposal is to promote an event that provides an important exchange of experiences and knowledge, bringing scientific knowledge closer to current demands and the training of professionals to meet the needs of society. In this sense, the program will have a structure for holding the congress that ensures the expected results.
The workshop aims to bring together experts from industry, government and academia to present and discuss developments related to LADM and/or 3D LA, including live demonstrations of LADM implementations (operating systems, pilots, prototypes). The workshop will also cover informal or customary rights (restrictions, responsibilities) that exist in many countries, in addition to the more formal rights that are being registered. UN-Habitat is using LADM STDM (Social Tenure Domain Model) expertise in 17 countries to record these informal/customary rights. Additionally, the UN-FAO (Food and Agriculture Organization) SOLA (Solutions for Open Land Administration)/Open Tenure and USAID’s MAST (Mobile Applications to Secure Tenure) information models are all based on LADM. Speakers who wish to share their implementation experiences are cordially invited to participate.
